UL OR CSA—THE CHOICE IS YOURS

Niagara Falls on the border between the USA and Canada, symbolizing UL or CSA

What You, as a Mechanical Engineer, Should Know About UL or CSA Certification

Just as Niagara Falls connects the United States and Canada, the two countries also share common ground when it comes to machine safety requirements. This is because the rules governing these requirements in both North America and Canada are entirely different from those in the European Economic Area. Consequently, companies wishing to export machinery and equipment to these regions require an official operating permit. Since product liability laws in North America, for example, are significantly stricter than in Europe, it is important for companies, distributors, and regulatory authorities to protect themselves as thoroughly as possible. The UL or CSA certification marks , issued by independent certification bodies, serve this protective purpose.

UL/CSA Standards for High Safety and Quality

In North America, Underwriters Laboratories (UL for short) is the world’s leading provider of testing and certification services. In Canada, it is the Canadian Standards Association ( CSA for short), an independent, non-governmental testing and certification organization. All UL-certified components and products have been tested for compliance with high safety and quality standards and meet applicable U.S. safety requirements. Similarly, CSA-certified products are also characterized by high product quality and safety.

UL / CSA: Certification Marks for the U.S. and Canada, and an Overview of Both

Which certification mark for which market?

For many European business owners, it is unclear which certification mark applies to which market. There are several options:

  1. UL is for the North American market only, and CSA is for the Canadian market only
  2. UL for both markets, CSA only for Canada
  3. CSA for both markets; UL only for North America
  4. CSA and UL for both markets

The correct answer is option 4: UL and CSA are both valid in both markets.

UL and CSA have signed an agreement under which they mutually recognize each other’s tests, inspections, and certifications. European companies can therefore freely choose whether to apply for UL certification or CSA certification. The product’s approval is then valid for both North America and Canada.

So how do you go about obtaining your UL or CSA certification?

To fully comply with all legally relevant product safety regulations, the technical details are crucial. It is therefore essential to take UL and CSA standards into account as early as the product development stage.

One component of a product that frequently causes acceptance testing to fail after installation is the electrical control system. If it was not built to UL or CSA standards from the outset, the entire system can quickly be shut down. Many companies are therefore turning to having the control system manufactured off-site by a UL- or CSA-certified specialist.

For control cabinet construction: UL/CSA certification available

However, there are significant differences among control cabinet manufacturers: many German control cabinet manufacturers produce control cabinets in accordance with UL or CSA standards. After the complete machine or system is installed in North America or Canada, the control cabinets are then inspected and approved by the local certification body. As the manufacturer of the machine or system, you bear the risk that parts may not comply with the regulations.

In Germany, however, there are quite a few control cabinet manufacturers who not only build the control cabinets but are also authorized to label them with the UL or CSA certification mark. In these cases, there is generally no on-site inspection after export. These control cabinet manufacturers have undergone a special, extensive certification process and have thereby become certification bodies themselves.

Exception Specified in the Standard

A well-known exception, which is specified in the standard, is the use of non-UL-listed components in a Class II or Low-Voltage Limited Energy circuit. In this case, the components may have a maximum power consumption of 100 watts at a maximum of 50 volts. In addition, the circuit must be protected by an additional fuse.

If a Class II circuit is used, there are certain requirements for the component that must be strictly observed. For example, the component must not perform any safety functions, nor may it act as a sealing component on the control cabinet enclosure.
