What exactly is UL 2011?
UL 2011 is a standard from Underwriters Laboratories designed to ensure that industrial machinery meets the requirements set by the Occupational Safety and Health Administration (OSHA) regarding the prevention of fire and electric shock. If the machine is to be operated in a hazardous area, explosion protection aspects are also added. For this purpose, certain minimum requirements for the safety of an electrically operated machine are defined. In addition, the UL 2011 standard also specifies which tests are to be used to check compliance with these standards.
Structure of UL 2011
UL 2011 - Part 1
UL 2011 is divided into three parts. Part 1 regulates the general requirements for the electrical safety of industrial machinery, such as requirements for design features, internal and external wiring, labeling, and documentation.
UL 2011 - Part 2
Part 2 of the standard defines the requirements for special industrial machinery (e.g., machine tools, automatic assembly machines, packaging machines), industrial additive manufacturing systems (so-called 3D printers), and semiconductor manufacturing equipment. For this purpose, the general requirements from Part 1 are assumed as a basis and supplemented, relativized, and/or modified accordingly.
UL 2011 - Part 3
Part 3 of UL 2011 addresses machines used in hazardous areas. Further specific requirements for certain types of machines and standards referenced in connection with UL 2011 are covered in Appendices A to D and FS.
Scope of UL 2011
UL 2011 defines an industrial machine as a machine that is not intended to be moved by hand during work, but is power-driven or automated and processes the material by cutting, forming, laminating, or acting on it through pressure, electrical, thermal, or optical processes, or a combination of these methods. Concrete examples include metalworking, food, and textile machines, as well as compressors.
UL 2011 can also include equipment that is only indirectly involved in these processing operations, for example by transporting material to or from a machine or by serving to inspect or pack the processed material. All electrical equipment of the machine and the associated software also fall under UL 2011, as these are also considered part of the system.
Like all UL standards, the adoption of UL 2011 is not mandatory for local Authorities Having Jurisdiction (AHJs) in the USA. AHJs may impose requirements that go beyond or differ from those defined in UL 2011. However, for several years there have been efforts to unify the remaining regional differences towards UL 2011.

How is compliance with UL 2011 verified?
To ensure that a machine meets the requirements of UL 2011, the standard provides for a series of standardized tests and evidence. The ability to meet these requirements is referred to as performance. Tests and evidence include temperature testing/calculation, dielectric strength testing/calculation, testing of all emergency stop and other safety devices, residual voltage testing, and resistance measurement. The exact requirements to be met in these tests are either defined in UL 2011 itself or reference is made to the specifications of the standard for industrial control equipment, UL 508A.
Important note: Testing a machine according to the UL 2011 standard only refers to potential risks from fire, electric shock, and explosion hazards. Other OSHA or AHJ requirements, such as maximum permissible noise levels or similar, are not part of a UL assessment and must therefore be discussed separately with the relevant authority.
Proof of Compliance with UL 2011
Underwriters Laboratories is a Nationally Recognized Testing Laboratory (NRTL), which means it is a recognized and certified testing laboratory authorized to perform evaluations and tests of industrial machinery. For this purpose, UL develops its own standards in accordance with the requirements of OSHA and the National Electrical Code (NEC). If a machine meets the requirements specified in the relevant UL standard, it can receive a corresponding UL seal of approval. This seal, in turn, facilitates acceptance by the local AHJ, as they can immediately see that the machine in question meets the requirements of UL 2011.
